<br />I. PURPOSE
<br />
<br />The purpose of this policy is to establish the organizational structure regarding
<br />the functions of the Crime Prevention and Community Relations Unit of the
<br />Surprise Police Department.
<br />
<br />II. POLICY
<br />
<br />The policy of the Surprise Police Department is that the Crime Prevention and
<br />Community Relations Unit functions effectively and professionally in accordance
<br />with all applicable laws, City ordinances, City policies and Department written
<br />directives. Service to the public and accomplishment of the Department's
<br />mission is the primary goal of this organizational component.
<br />
<br />III. ORGANIZATION
<br />
<br />A. The Crime Prevention and Community Relations Unit serves under the
<br />direction of the Criminal Investigations Division. The unit Commanding
<br />Officer is a sworn police Lieutenant who reports directly to the
<br />Commander of the Criminal Investigations Division.
<br />B. The Crime Prevention and Community Relations Unit is organized in
<br />accordance with City ordinance and comprises several components, all of
<br />which impact on and interact with the mission of the Department.
<br />C. The various components of this Unit, and the relevant policies (if
<br />applicable), are:

<br />1. Community Relations and Crime Prevention (ADM-43) including:
<br />
<br />a. Senior Services Program
<br />b. Crime Free Programs
<br />c. Criminal Nuisance Abatement Program
<br />d. Risk Assessment Program
<br />e. Fleet Watch Program
<br />f. Neighborhood Watch Program
<br />
<br />2. Surprise Citizen’s Patrol (ADM-45)

<br />D. The Unit will work to educate residents and the business community in
<br />methods to protect themselves and property, and reduce opportunities for
<br />criminal activity by promoting an environment of personal responsibility.
