<br />I. PURPOSE
<br />
<br />The purpose of this directive is to:
<br />
<br />A. Establish policy and procedures to provide use of force training to all
<br />officers.
<br />B. Require officers to demonstrate proficiency in the use of agency-
<br />authorized weapons and the use of force.
<br />C. Provide for remedial training for those officers who fail to demonstrate
<br />proficiency in these areas.
<br />D. Review use of force training and use of force incidents on an annual
<br />basis.
<br />
<br />II. POLICY
<br />
<br />It is the policy of the Surprise Police Department to:
<br />
<br />A. Provide all officers with training in the appropriate use of force.
<br />B. Have all officers demonstrate proficiency for each agency authorized
<br />weapon, and knowledge of the Department’s use of force policies.
<br />C. Provide remedial training to any officer who is unable to demonstrate
<br />proficiency in the use of a weapon (lethal or less-lethal), and/or knowledge
<br />of the Department’s use of force policies, and not allow an officer to
<br />perform the duties of a police officer until the officer can demonstrate
<br />proficiency in the deficient area.
<br />D. Review use of force training and use of force incidents on an annual
<br />basis.

<br />III. PROCEDURES
<br />
<br />A. At least annually, all agency personnel authorized to carry weapons or
<br />use force will:
<br />
<br />1. Attend In-Service Training in the use of force, lethal and less-lethal.
<br />2. Demonstrate annual proficiency in the use of all authorized
<br />weapons, including achieving a minimum qualifying score on a
<br />prescribed course(s),
<br />3. Demonstrate annual proficiency in electronic controlled weapons
<br />(Taser).
<br />4. Demonstrate biennial proficiency in the use of all other authorized
<br />less-lethal weapons.
