<br />I. PURPOSE
<br />
<br />The purpose of this policy is to establish guidelines and procedures for the
<br />Disciplinary Advisory Board (DAB). The scope of the DAB will be to make
<br />corrective action recommendations, up to and including termination, to the Chief
<br />of Police or designee for employee misconduct in accordance with Department
<br />and City policy.

<br />II. POLICY
<br />
<br />The policy of the Surprise Police Department is that all completed administrative
<br />investigations having the potential to result in disciplinary corrective action, as
<br />defined in Employee Policy Manual (EPM) 10.1, is reviewed by an employee
<br />review board prior to the imposition of such discipline. This review process will
<br />occur prior to the final disciplinary corrective action decision. Investigations
<br />involving serious violations of the law or City of Surprise and/or Police
<br />Department policy which constitute grounds for immediate termination, may
<br />bypass the DAB and be referred directly to the Chief of Police for disposition.

<br />III. DEFINITIONS
<br />
<br />TERM DEFINITION
<br />Coaching The use of positive employee feedback, encouragement,
<br />and constructive suggestions on how to do the job better
<br />and/or more proficiently. Records of coaching should be
<br />evaluation system.
<br />Corrective Includes, but is not limited to, the actions of documented
<br />oral counseling, written reprimand, suspension, demotion,

<br />Counseling The use of critical analysis intended to identify areas that
<br />need improvement and should provide employees with
<br />strategies, training, and experience to better perform their
<br />job and avoid conduct, performance, and attendance
<br />violations. Records of counseling should be maintained in
<br />system.
