I. PURPOSE

-being and success is of the utmost importance,
and contributes to a healthy work environment. By providing the Department
with early intervention risk indicators, the purpose of this system is to address
trends or patterns in undesirable behavior or poor performance before they
culminate into disciplinary matters. This policy establishes the responsibility,
authority, and parameters for the Department Personnel Early Intervention
System (PEIS) that provides for a systematic review of specific written materials
and incidents, and highlights personnel tendencies that may otherwise be
overlooked.

II. POLICY

A. The Surprise Police Department has a responsibility to its members and
the community to identify and assist members that demonstrate
symptoms of job stress and performance issues. Although no particular
set of criteria can regularly determine these traits, it is important that
certain "risk indicators" be reviewed routinely as possible indicators of
patterns of undesirable behavior or poor performance.

B. The policy of the Surprise Police Department is to:

1. Document all assertions alleging violations of misconduct,
performance standards, or attendance standards outlined by EPM
or SPD Policy by members of the Surprise Police Department.
2. Track and maintain all allegations in a Personnel Early Intervention
System.
3. Provide members with referral information to the Employee
Assistance Program (EAP) or other resources to address both
personal and professional issues, when appropriate.
