<br />I. PURPOSE
<br />
<br />This policy establishes responsibility and authority for investigations into all
<br />complaints made against the Surprise Police Department or any member of the
<br />Department, and to provide procedures for the prompt and thorough
<br />investigation of all complaints and allegations involving a member of the Surprise
<br />Police Department. This policy defines the responsibility of Department
<br />functions and members for the investigation and review of complaints and
<br />allegations against Department members. Additionally, this policy provides
<br />procedures that will ensure confidentiality, security, and required retention of
<br />investigative files.

<br />II. POLICY
<br />
<br /> The Surprise Police Department recognizes the importance of maintaining
<br />credibility and public trust, and in doing so will comply with the following:
<br />
<br />A. The Chief of Police is responsible for the maintenance of discipline within
<br />the Department.
<br />B. The coordination of the investigation into complaints against Department
<br />members will be the responsibility of the Professional Standards Unit
<br />(PSU) under the direction of the Professional Standards Unit Lieutenant.
<br />The PSU Lieutenant reports directly to the Chief of Police or designee.

<br />C. All complaints made against the Surprise Police Department or any
<br />member of the Department will be investigated thoroughly and fairly,
<br />ensuring Department members are afforded all their rights. (52.1.1)
<br />D. Department members must be protected against false allegations of
<br />misconduct. This can only be accomplished through a consistent and
<br />thorough investigative process. Prompt, thorough investigations will be
<br />conducted into allegations to establish facts.
<br />E. The intentional submission of a false complaint alleging criminal conduct
<br />against a Department member may result in criminal charges being filed
<br />against the complainant in accordance with ARS 13-2907.01.
<br />F. All members committed to compliance with the policies and procedures of
<br />the City of Surprise and the Department when they were hired. Members
<br />are reminded that they will be terminated for refusing to cooperate with an
<br />administrative investigation or refusing to answer questions, narrowly
<br />directed, relating to their official actions or obligations which were
<br />assumed upon appointment to the Department.
