<br />I. PURPOSE
<br />
<br /> The purpose of this policy is to outline the rules of conduct, performance and
<br />attendance to which members of the Department are expected to adhere.
<br />
<br />II. POLICY
<br />
<br />It is the policy of the Surprise Police Department to establish rules of conduct,
<br />performance and attendance by which all members of the Department will conduct
<br />themselves, both on and off duty, consistent with the policy and procedures
<br />contained in the City of Surprise Employee Policy Manual, and the Department
<br />specific policies and procedures issued by the Chief of Police.

<br />III. APPLICABILITY
<br />
<br />These rules and regulations, general orders, directives, and policies as well as
<br />verbal orders are binding upon all members of the Department including part-time or
<br />temporary members, auxiliaries, reserves and those participating in internship
<br />training programs. Pursuant to EPM 1.3, Section B.4, the following Rules of
<br />Conduct apply to all members of the Police Department.

<br />IV. RULES OF CONDUCT, PERFORMANCE AND ATTENDANCE
<br />
<br />A. Rules of Conduct (26.1.1)
<br />
<br />1. Failure to cooperate in a PSU Investigation Members will truthfully
<br />answer all questions specifically directed and narrowly related to the
<br />scope of employment and operations of the Department, which may
<br />be asked of them in the course of an internal investigation. Members
<br />shall not obstruct a PSU investigation in any manner, discuss any
<br />information related to the internal investigation with parties outside of
<br />those specified by the investigator, or attempt to obstruct an
<br />authorized internal investigation.

<br /> Failure to cooperate in a PSU investigation is a Group One (serious)
<br />Offense as defined by EPM 10.1.
