<br />I. PURPOSE
<br />
<br />The purpose of this directive is to establish policy and procedure for the use of
<br />special purpose vehicles within the Surprise Police Department.
<br />
<br />II. POLICY
<br />
<br />The policy of the Surprise Police Department is to utilize all special purpose
<br />vehicles optimally and in a safe and effective manner. Pursuant to ARS 28-
<br />3151, a person shall not drive a motor vehicle or vehicle combination on a
<br />highway without a valid driver’s license and proper endorsement. In addition,
<br />ARS 28-909 requires each front seat occupant of a motor vehicle be required to
<br />have the lap and shoulder belt properly adjusted and fastened while the vehicle
<br />is in motion. All City of Surprise members are required to use seat belts at all
<br />times when operating a City vehicle. All members who ride as passengers in a
<br />City vehicle shall wear seat belts when available.

<br />III. PROCEDURES
<br />
<br />A. Special Purpose Vehicles
<br />
<br />1. Prisoner Transport Van
<br />
<br />a. Purpose – The primary purpose of the prisoner transport van
<br />is to transport prisoners to detention facilities or to court. It
<br />may also be used for special events, crowd control, patrol,
<br />and property transportation.
<br />b. Emergency Driving Restricted – Employees will not engage
<br />in emergency driving when operating the prisoner transport
<br />van. (41.1.3a)
<br />c. Inspection Required – The prisoner transport van will be
<br />thoroughly searched for weapons and contraband prior to
<br />and after the transporting of any prisoner. (41.1.3a)
<br />d. Prisoner Separation – Male and female prisoners will not be
<br />transported in the same compartment of the prisoner
<br />transport van. Juveniles will never be transported with
<br />adults (see Policy OPS-06, Prisoner Transport/Processing).
