<br />I. POLICY
<br />
<br />It is the policy of the Surprise Police Department to comply with the requirements
<br />of the Arizona Revised Statutes on Community Notification. The Surprise Police
<br />Department finds that some sex offenders pose a high risk of engaging in sex
<br />offenses after being released from imprisonment or confinement and that
<br />protecting the public from sex offenders is a paramount governmental interest.
<br />As the legislature has enacted, and the Department concurs, persons who have
<br />been convicted of committing a sex offense have a reduced expectation of
<br />privacy because of the public's interest in public safety and in the effective
<br />operation of government.

<br />II. DEFINITIONS
<br />
<br />A. For the purposes of this policy, the following definitions are provided.
<br />These definitions are not intended to be the definitions for other policies or
<br />procedures of the Department.

<br />Term Definition
<br />Community A formally organized or non-formally organized
<br />group of community members that reside or are
<br />Group

<br />employed in a specific geographical area located
<br />within the city limits of Surprise.
<br />FileThe file folder containing the information received or
<br />
<br />obtained, along with the written documentation
<br />produced by the Department regarding the sex
<br />offenders subject to the notification process.
<br />Joint The area of the defined neighborhood that
<br />encompasses two law enforcement jurisdictions.
<br />Jurisdiction
<br />
<br />NeighborsThe citizens of Surprise occupying the residences
<br />
<br />and/or businesses within the neighborhood area
<br />where the sex offender, who is subject to community
<br />notification, will be residing.
