<br />SURPRISE POLICE DEPARTMENT <br />AUXILIARY PROGRAMADM-45 <br />DATE LAST REVISED NEW REVISED CALEA PAGE <br />EFFECTIVEDATEDATESTANDARDS MET <br />1of 11 <br />06-18-0805-20-15YES <br />12-29-06 <br />I.PURPOSE <br />The purpose of this policy is to establish guidelines and procedures for the <br />Department auxiliary program. The auxiliary programencourages members of <br />the community to volunteer their time to assist the Surprise Police Department <br />and the Cityof Surprise by providing support to law enforcement services. The <br />auxiliary program for the Surprise Police Department consists of citizens <br />participating as members of the Surprise Citizen’s Patrol (SCP), volunteers, <br />interns, chaplains,and reserve officers. <br />II.POLICY <br />The policy of the Surprise Police Department is to create partnerships with the <br />community and to encourage and support volunteers to assist with functionsin <br />the Department, as needed. Volunteers are not sworn police officers and do not <br />havelaw enforcement authority(exception: issuing parking citations),but may <br />serve in a variety of different capacities to enhance the Department’s service to <br />the community.(16.4.1a) <br />III.SURPRISE CITIZEN’S PATROL (SCP)PROGRAM <br />A.The Surprise Police Department’s Citizen’s Patrol (SCP)program consists <br />of adedicatedstaff of volunteers from the community who support the <br />Department’s effortsand enhance law enforcement services through <br />assisting with administrative and patrol functions. The SCP are unarmed <br />and may assist with activities and events such as administrative tasks, <br />public fingerprinting, traffic control, urban search, and special events. <br />B.The Department accepts qualified,unpaid volunteers who wish to donate <br />time and skills to assist the Department.Qualifications are as follows: <br />1.Volunteersmust be at least 21years old. <br />2.Complete a volunteer application form. <br />3.Pass a background investigation. <br />4.Applicantson parole or probation,or who have felony or serious <br />misdemeanor convictions are not eligible. <br />C.The SCP program is administered by a sworn Sergeant. <br />1.The Sergeant may designate an active SCP member to screen <br />applications, coordinate backgrounds, approve applications,and <br />assign volunteers to a specific supervisor. <br /> <br />
