<br />I. PURPOSE
<br />
<br />To establish a Police Reserve Unit comprised of Arizona POST certified Law
<br />Enforcement Officers who have been appointed by the Chief of Police to
<br />supplement the overall quality of law enforcement services within the City of
<br />Surprise.
<br />
<br />II. POLICY
<br />
<br />The policy of the Surprise Police Department is to recruit or train Arizona POST
<br />certified police officers to become members of the Surprise Police Department’s
<br />Volunteer Reserve Officer Program.
<br />
<br />III. DEFINITIONS
<br />
<br /> A. Reserve Officer – An Arizona POST Police Officer who is a non-
<br />compensated, volunteer member of the Surprise Police Department
<br />Reserve Officer Program.
<br /> B. Limited Authority Reserve Officer – An Arizona POST limited certified
<br />peace officer who is a non-compensated, volunteer member of the
<br />Surprise Police Department Reserve Officer Program. In this capacity a
<br />limited authority Reserve Officer will only have police authority while in the
<br />direct presence and under the direct supervision of a fully certified
<br />Surprise Police Officer.
<br /> C. Solo Officer – A Surprise Police Department Reserve Officer who has
<br />satisfactorily completed the Department’s Field Training Program and all
<br />other Pre- and Post-Academy required training, and is authorized to
<br />perform law enforcement duties without the direct supervision of a
<br />compensated officer and works and operates a patrol vehicle alone. Solo
<br />Officer status will be approved by the Field Training Program Coordinator,
<br />upon recommendation of the Reserve Program Coordinator.
<br /> D. Reserve Program Coordinator – The Reserve Program Coordinator will
<br />report to the Assistant Chief of the Administrative Services Division or
<br />designee. The Coordinator may be a Reserve Officer or Sworn
<br />Supervisor designated by the Administrative Services Assistant Chief.
<br />Reserve Program Coordinators may be appointed a reserve rank at the
<br />discretion of the Chief of Police.
