<br />I. PURPOSE
<br />
<br />The purpose of this policy is to establish extra-duty, off-duty, and secondary
<br />employment procedures for employees of the Surprise Police Department.
<br />
<br />II. POLICY
<br />
<br />A. The policy of the Surprise Police Department is that employees are permitted
<br />to work extra-duty, off-duty, and secondary employment subject to the
<br />procedures outlined in this policy and as set forth in City Policy EPM 9.6,
<br />Secondary Employment.
<br />B. The opportunity for employees to work extra-/off-duty and secondary
<br />employment is a privilege not a right of employment, and shall not interfere
<br />-duty appearance, performance, conduct, and
<br />attendance, or responsibilities to the Department.
<br />C. It is further stipulated that professional and consistent standards in
<br />appearance, performance, conduct, and attendance for extra-duty, off-duty,
<br />and secondary employment be maintained at all times to ensure a positive
<br />public image.
<br />D. This policy applies to all extra-duty, off-duty, and secondary employment.
<br />The Surprise Police Department is the primary employer and thus any
<br />conflicts in employment will always be resolved in favor of the Department.

<br />III. DEFINITIONS
<br />
<br />TERM DEFINITION
<br />Extra-Duty Extra-duty employment exists when an employee provides
<br />Employment services for compensation by the City of Surprise and the
<br />use of law enforcement authority would normally be
<br />anticipated during such services (e.g. Shift coverage,
<br />Spring Training games, special events funded by the COS).
<br />Off-Duty Off-duty employment exists when an employee provides
<br />Employment services for compensation to any person or entity other
<br />than the City of Surprise and the use of law enforcement
<br />authority would normally be anticipated during such
<br />services.
<br />Off-Duty An agreement between Off Duty Management (ODM), Inc.
<br />Management, and the Surprise Police Department shall grant
<br />Inc. (ODM) management of all external off-duty assignments to ODM to
<br />include scheduling and payroll.
