<br />I. PURPOSE
<br />
<br />The “WE CARE” Program is an automated alert system designed to telephone a
<br />senior or home-bound participant once a day in order to check their welfare. If
<br />the daily call is not answered after three (3) attempts within a maximum time of
<br />30 minutes, an automatic alert tone will be generated and personnel from the
<br />Surprise Police Department will be dispatched to the home of the participant to
<br />conduct a welfare check.

<br />II. POLICY
<br />
<br />It is the policy of the Surprise Police Department that all personnel be aware of
<br />the function and procedures of the “WE CARE” Program.
<br />
<br />III. DEFINITIONS
<br />
<br />A. Program Coordinator: The designated Department staff member
<br />assigned to oversee the program.
<br />B. WE CARE: An automated alert system designed to telephone a senior or
<br />home-bound participant once a day to check on their welfare.
<br />C. Surprise Citizens’ Patrol (SCP): The Surprise Police Department’s
<br />citizen’s volunteer group.
<br />D. Alert: A message generated by the “WE CARE” system when the
<br />participant fails to answer the telephone. The alert will be indicated by a
<br />message on the “WE CARE” monitor, paper printout generated on the
<br />designated printer within the Communications Section and an audible
<br />alert tone on the “WE CARE” speakers connected to the “WE CARE”
<br />dedicated computer.

<br />IV. TRAINING
<br />
<br />All Surprise Citizens’ Patrol members will be provided training on the procedures
<br />of the “WE CARE” Program during the SCP Academy. Communications Officers
<br />and Patrol Officers will be provided training on the procedures of the “WE CARE”
<br />Program during the officer’s post-academy or Communications orientation
<br />training. In addition, updated refresher training will be delivered as necessary.
<br />Training will be coordinated through the Department Training Coordinator. Each
<br />group will receive training specific to their function in the following:

<br />A. Registration and application screening
<br />B. Field interviews and home visits
<br />
