<br />I. PURPOSE
<br />
<br />The Surprise Police Department Master Police Officer (MPO) Program is
<br />designed to improve skills, enhance productivity and promote professional
<br />growth and job satisfaction, while providing compensation for advanced
<br />education and for certain designated skills or combination of skills. The MPO
<br />Program is an alternative career path for Police Officers, designed to retain
<br />highly motivated and skilled officers who will remain an asset to the City of
<br />Surprise.
<br />
<br />II. POLICY
<br />
<br />The program is based on an accumulation of point scores for education, training
<br />and advanced skills. The program requires a minimum number of years of
<br />service as a Surprise Police Officer. Evaluations are required to have met or
<br />exceeded standards. A minimum number of points are required to be eligible to
<br />be a Master Police Officer.

<br /> III. PROCEDURE
<br />
<br />A. Eligibility
<br />
<br />1. Time in Service
<br />
<br />a. The MPO Program requires that an officer have a minimum
<br />of five (5) years of experience as a full-time employee
<br />.
<br />serving as a City of Surprise Police Officer
<br />b. Time is computed from the first date of assignment as a
<br />police officer for SPD following graduation from an academy
<br />or from the date of hire for lateral officers.
<br />
<br /> 2. Job Performance
<br />
<br />a. The MPO Program is designed to reward those officers who
<br />perform at a satisfactory or above level. An officer must
<br />
<br />obtain a “meets standards” or above ratingon three
<br />consecutive employee evaluations.
<br />b. In addition to a satisfactory performance appraisal, an officer
<br />is not eligible for the program if the officer has received any
<br />.
<br />major disciplinary action within the last 12 months
