<br />I. PURPOSE
<br />
<br />The purpose of this policy is to establish procedures for the Planning and
<br />Research function, an Administrative Reporting Program, and accountability for
<br />Department forms. These procedures shall be used by the Department as a
<br />means of predicting workloads, determining staffing and equipment needs,
<br />effective budget preparation, and efficient allocation and utilization of resources.

<br />II. POLICY
<br />

<br />Tprovides the framework that shapes the management
<br />of Department staffing and resources, resulting in the most effective and efficient
<br />delivery of law enforcement services for the residents of the City of Surprise.

<br />II. PROCEDURES
<br />
<br />A. Planning and Research (15.1.1)
<br />
<br />1. The Planning and Research function will primarily be accomplished
<br />by Command Staff who are all assigned to this function, but whose
<br />responsibilities vary depending upon the project.
<br />2. Other research projects submitted by staff will be routed through
<br />their chain of command for approval by the Commander who
<br />manages that specific division. However, specialized tasks may be
<br />assigned by the Chief of Police to Department members, as
<br />necessary. The tasks performed may include, but are not limited
<br />to:
<br />
<br />a. Planning and research on special projects.
<br />b. Preparation and submission of special request analytical
<br />reports as authorized by the Chief of Police.
<br />c. Assisting all division supervisors with the preparation and
<br />dissemination of reports, projections, etc.
<br />d. Preparing the Department budget.
<br />e. Conducting a complete inventory of capital assets and
<br />inventory within each Division at least annually at the end of
<br />each fiscal year.
