<br />I. PURPOSE
<br />
<br /> The purpose of this directive is to establish Department policy and procedure for
<br />providing volunteer Chaplain services on a regular on-call basis for counseling,
<br />consultation, human crisis intervention, critical incident and post-critical incident
<br />intervention, and for the support of all Department members and their families.
<br />
<br />II. POLICY
<br />
<br />It is the policy of the Surprise Police Department to provide a Chaplain upon
<br />request for spiritual guidance, counseling, ecumenical functions, education and
<br />training. The Chaplain(s) will serve employees in emergencies, and strengthen
<br />the service rendered by the police to the community. Department members and
<br />their families are encouraged to use the Chaplains whenever their services
<br />would be helpful. The Chaplains will be available on call to provide assistance to
<br />employees for human relations problems such as:
<br />
<br />A. Domestic disturbances
<br />B. Persons and their families who are incarcerated or detained
<br />C. Bereavement counseling
<br />D. Death notifications
<br />E. Lonely and despondent persons
<br />F. Suicide attempts
<br />G. Alcohol and drug abuse
<br />
<br />III. RESPONSIBILITIES
<br />
<br />A. Police Chaplain
<br />
<br />1. Report to the Chief of Police or designee.
<br />2. Retain all information gained through their service in the strictest
<br />confidence.
<br />3. All communications between a member of the Police Department
<br />and the Surprise Police Chaplain will remain confidential with the
<br />following exceptions:
<br />
<br /> a. Where State and Federal laws, and or local ordinance and
<br />regulations permit or require release of information in
<br />situations where there is actual or potential danger to self or
<br />others, evidence of child abuse, or under court order.
<br /> b. A commission of an illegal act on workplace premises.
<br /> c. As otherwise required by law.

<br /> 4. Encouraged to participate frequently in the ride-along program to
<br />
