<br />I.PURPOSE:
<br />The purpose of this policy is to provide administrative and operational programs that
<br />will result in efficient and effective criminal investigations.
<br />II.POLICY:
<br />The policy of the Surprise Police Departmentis that the following procedures do not
<br />direct investigative functions in each specific crime area, but rather address those
<br />elements common to every investigation, whether conducted by uniformed officers
<br />or officers assigned to a specialized investigative component of the Department.
<br />This policy will address the components of the Criminal Investigations Division.
<br />III.DEFINITIONS
<br />TERMDEFINITION
<br />IIIInterstate Identification Index provides an interstate
<br />exchangeof criminal history record information for
<br />offenders who have been arrested and whose fingerprints
<br />have been sent to the Federal Bureau of Investigation.
<br />LEJISLaw Enforcement Judicial Information System contains
<br />subject in process information such as arrests, bookings,
<br />hearings and probation information on subjects in
<br />Maricopa County.
<br />Live Scan TouchA digital fingerprinting system capable of capturing and
<br />Fingerprint storing demographic information, fingerprints and
<br />Systemhandprints.
<br />RMINRocky Mountain Information Network is one of six regional
<br />information sharing centers which facilitate information
<br />sharing within the law enforcement community by
<br />assisting member agencies in combating multi-
<br />jurisdictional criminal activities.
<br />ROPRepeat Offender Program –A program utilized by the
<br />Maricopa County Attorney’s Office for the identification/
<br />prosecution of the career habitual offender through a
<br />concentrated team effort approach between the
<br />prosecutor andthe police to ensure greater protection of
<br />the community.
<br />ROP TargetA defendant in a criminal case who has been identified as
<br />acareer habitual offender by use of the criteria outlined in
<br />Section III.K of this policy.
