<br />Toestablishes guidelines for the use of Unmanned Aerial Systems (UAS) and for
<br />the administration of the program to include regulations, required training, complaint
<br />investigation, auditing and reporting, and storage, retrieval, and dissemination of
<br />images and data captured by the UAS.
<br />The Surprise Police Department may deploy UASto enhance the Department’s
<br />mission of protecting lives and property. UAS operation bySurprise Police
<br />Department employees willcomply with all applicable laws and regulations. UAS
<br />will only be deployedby trained and authorized personnel. Any use of UAS will be
<br />in strict accordance with constitutional and privacy rights, Federal Aviation
<br />Administration (FAA) regulations, A.R.S. § 13-3729, Surprise Police Department
<br />(SPD) policies, and UAS manufacturers’ expressed specifications and limitations.
<br />To enhance the level of safety and promote appropriate use of UAS, all procedures
<br />in this policy willbe followed without deviation, unless necessary during an
<br />emergency, or with appropriate supervisory approval.

<br />Federal Aviation The Federal Aviation Administration (FAA) is the agency of
<br />Administrationthe United States Department of Transportation
<br />(FAA)responsible for the regulation and oversight of civil aviation
<br />within the U.S., as well as operation and development of
<br />the National Airspace System. Its primary mission is to
<br />ensure safety of civil aviation.
<br />Pilot-in-A crew member who has final authority and responsibility
<br />Command for the operation and safety of the flight.
<br />Program A member of the department designated by the chief of
<br />Coordinatorpolice responsible for the management of the UAS
<br />Security OfficerA member of the department responsible for ensuring the
<br />security of the flight crew during UAS operations.
