<br />I. PURPOSE
<br />
<br />The purpose of this policy is to provide employees with a positive and effective
<br />way to address concerns related to Department policy and procedure, unsafe or
<br />unhealthy work environments, and the application, interpretation, or enforcement
<br />of City and/or Department policy.
<br />
<br />II. POLICY
<br />
<br />The policy of the Surprise Police Department is to provide all employees with a
<br />uniform, systematic, and equitable grievance process to ensure an open line of
<br />communication between employees, supervisors, and command staff. The
<br />Department is committed to collectively resolving employee grievances in a
<br />cooperative and timely manner. This policy is not intended to restrict the rights
<br />of employees to file a grievance, and is consistent with City Policy EPM 9.8
<br />Grievance/Complaint. The Department prohibits retaliation against any person,
<br />who in good faith, exercises his/her right to an informal or formal review using
<br />the procedures specified in this Department policy and/or City policy.
<br />Grievances involving unlawful harassment, unlawful discrimination, or unlawful
<br />retaliation as defined by federal or state law shall be processed as specified in
<br />EPM 3.1 Anti-Discrimination/Accommodation and EPM 9.8 Grievance/Complaint.

<br />III. DEFINITIONS
<br />
<br />TERM DEFINITION
<br />Business Day A day on which City Hall is open for business.
<br />Employee A Department employee who is selected by an employee to
<br />assist him/her with preparing and presenting a grievance. The
<br />Assistant
<br />assistant shall not be an attorney. If the grievance is related to
<br />an on-going investigation, the employee assistant shall not be
<br />a principal or witness in the investigation.
<br />Grievance Concern/s from an employee relating to City/Department
<br />policy and procedure, unsafe, or unhealthy work
<br />environments, or the application or interpretation of
<br />City/Department policy which has not been satisfactorily
<br />resolved in an informal manner between the employee and
<br />their immediate supervisor.
