<br />I. PURPOSE
<br />
<br />The purpose of this policy is to establish procedures on the transport of prisoners
<br />to and from the Department and to and from other facilities (e.g., Fourth Avenue
<br />Jail, court, etc.).
<br />
<br />II. POLICY
<br />
<br />It is the policy of the Surprise Police Department that all prisoners be transported
<br />in a manner that will provide for the secure movement of the prisoner, while at
<br />the same time providing safety measures for the transporting officer/employee,
<br />other employees, the prisoner, and the public. Any sworn employee or trained
<br />non-sworn employee may be assigned prisoner transportation duties.

<br />III. PROCEDURE
<br />
<br />A. Transport Operations (70.1.1)
<br />
<br />1. Prior to moving from one location to another, the transporting
<br />officer/employee will systematically search all prisoners for
<br />concealed weapons and/or other contraband. (70.1.1)
<br />2. Officers/employees will remove a prisoner’s personal property for
<br />safekeeping. (70.1.1)
<br />3. Officers/employees must maintain control of the property by
<br />immediately placing all property inside a plastic or paper bag prior
<br />to transport from one location to another location. It is
<br />recommended that officers/employees carry plastic and or paper
<br />bags with them while on duty.
<br />4. Officers/employees will transport the prisoner and their personal
<br />property to a detention facility, booking/processing area or court.
<br />5. The prisoner’s personal property will be inventoried while inside the
<br />above listed secured areas. This does not include evidence or
<br />contraband related to the offense, firearm, or any other instrument,
<br />which could be used to cause injury to an officer/employee or other
<br />person. This will include any property that will not be accepted by a
<br />jail facility. (70.1.1)

<br /> B. Prisoner Searches
<br />
<br />1. Under no circumstances will officers/employees assume that
<br />another officer/employee has searched a prisoner.
