<br />I. PURPOSE
<br /> This addendum states Department policy relating to Department authorized
<br />II. POLICY STATEMENTS
<br />A. Compliance with Law - Officers will at all times conform their use of force,
<br />including deadly force, to that which is reasonably necessary to affect a
<br />lawful purpose according to the standards of the Constitution of the United
<br />States, Arizona Revised Statutes, Surprise Police Department Policies
<br />and Training Standards.
<br />B. Drawing or Exhibiting Firearms - Officers will refrain from drawing or
<br />exhibiting a firearm except on demand of an inspecting officer or when
<br />there is a reasonable belief that the situation may escalate to the point
<br />where deadly force may be justified. Firearms will be secured or holstered
<br />when the officer determines it is no longer appropriate to exhibit the
<br />firearm. These restrictions are not to be construed to limit safe off-duty
<br />practice or routine cleaning at the discretion of the officer.
<br />C. Firearm Discharge - This Department will investigate every incident
<br />involving a firearm discharge except those associated with ballistics
<br />testing, the humane destruction of an animal, maintenance, and training.
<br />D. Issued Firearms and Ammunition - Officers will equip themselves only with
<br />the firearms and ammunition specifically authorized and/or issued by the
<br />E. Loss/Theft - The Chief of Police will be notified, in writing, by the individual
<br />officer, Armorer, Range Master, or Commanding Officer, as appropriate,
<br />regarding the loss/theft of any Department firearm, off-duty firearm or
<br />special firearm.
<br />F. Firearms Security - Members will be responsible for the safe and secure
<br />retention of all firearms issued by the Department and/or off-duty
<br />firearms/special firearms they have been authorized to carry. Weapons
<br />shall be stored in a department-issued weapons safe or equivalent.
<br />G. Secondary/Off-Duty Firearm - Officers may carry or possess an off-duty
<br />firearm on duty when authorized by the Chief of Police. When carried on-
<br />duty, the off-duty firearm will be concealed at all times. If carried as a
<br />back-up weapon, the firearm must be concealed at all times and should
<br />be used when the officer has lost use of the primary firearm, or in the
<br />event that the attempted use of the primary firearm would endanger the
<br />life of the officer or another.
<br />H. Off-Duty - Officers may carry the Department-issued firearm or the
<br />authorized off-duty firearm when off-duty. Officers are encouraged, but
<br />not mandated, to carry an authorized firearm when off duty. An officer
<br />may also carry a firearm authorized by the Chief of Police or designee.
