PURPOSE <br /> <br />This Citizen Observer Program is designed to provide citizens with an insight into <br />Police activities and functions by riding with a uniformed patrol officer, during a <br />normal shift, under controlled conditions. <br /> <br />II. POLICY <br /> <br />The policy of the Surprise Police Department is to encourage citizens to actively <br />participate in programs offered by the Department. The Department will maintain <br />standard procedures for citizens to request a ride along with a uniformed officer. <br /> <br /> <br />III. PROCEDURE <br /> <br />A. General Guidelines <br /> <br />1. Request to Participate: Any individual interested in participating in <br />the Citizen Observer Program must complete a Citizen Observer <br />Waiver Form and submit it to the Police Department. This form <br />must be signed, witnessed, and reviewed for eligibility at least ten <br />(10) working days prior to their participation in the program. <br />2. The Citizen Observer Program is restricted to residents of the City <br />of Surprise, unless they are currently an applicant with the Police <br />Department, an employee, or family member of an employee, <br />unless otherwise authorized by a Division Command Officer. <br />3. Age Restriction: Persons under the age of 18 will not be allowed to <br />participate in the Citizen Observer Program unless they are <br />currently enrolled in a school program, such as High School Job <br />Exploring, or are currently enrolled in or have completed a Police <br />Department sponsored program such as the Teen Leadership <br />Academy, etc. The Chief of Police or designee, may authorize the <br />juvenile children of police officers/employees or students to ride if <br />they are at least 16 years of age. <br /> <br />4. Waiver forms will contain a telephone number where the requesting <br />party can be contacted during the daytime. <br />5. Waiver Form Routing: Requests to participate in the Citizen <br />Observer Program will be submitted to the Records Unit <br />Supervisor. The request will then be forwarded to the appropriate <br />Field Operations Supervisor for confirmation on availability of a <br />host officer on the date requested.
