PURPOSE <br /> <br />The purpose of this directive is to establish policy and procedures to address the <br />handling of critical incidents, including officer-involved shootings and other critical <br />incidents. <br /> <br />II. POLICY <br /> <br />At times Department personnel will be involved in incidents of a nature that may end <br />in the death or serious physical injury of an involved party. These critical incidents <br />must be reported immediately, investigated thoroughly, and reviewed to ensure <br />employees acted lawfully and ethically, used good judgement, and followed <br />accepted practices. It is the policy of the Surprise Police Department: <br /> <br />A. That all critical incidents be handled in an unbiased and consistent manner in <br />accordance with established guidelines and responsibilities as outlined in <br />department policy, and in compliance with the Arizona Revised Statutes <br />(ARS). <br />B. To conduct thorough unbiased investigations of officer involved shooting <br />incidents and provide written reports of these events to the appropriate <br />prosecutorial office or agency for the specific purpose of that entity to <br />determine if the actions of the officer meet the legal requirements of the <br />Arizona Revised Statutes (ARS). <br /> <br />III. DEFINITIONS <br /> <br />TERM DEFINITION <br />Critical Incident <br />Critical incident shall be defined as follows: <br /> An on-duty incident in which action taken by or against <br />a Surprise Police Department employee results in <br />death or serious physical injury, or <br /> A collision involving a department vehicle or <br />Unmanned Aerial Vehicle (UAV), which results in <br />death or serious physical injury, or <br /> An off-duty incident involving an employee where a <br />departmentissued or authorized firearm has been <br />discharged, causing death or serious physical injury, <br />or <br /> <br /> <br /> <br /> <br />
