PURPOSE <br /> <br />This policy outlines procedures governing the use of City/Department-owned <br />vehicles, assigning responsibilities for the safe operation and maintenance of <br />Department vehicles and related equipment, and provides guidance regarding <br />the use of assigned Department-owned vehicles. <br /> <br />II. POLICY <br /> <br />This policy outlines procedures for the use of Department-owned vehicles as <br />follows: <br /> <br />A. Department members will comply with traffic and vehicle laws contained in <br />the Arizona Revised Statues (ARS) Title 28, City Codes, and City and <br />Department policy when operating City/Department-owned vehicles, <br />whenever applicable. <br />B. Department members will refrain from the use of any alcoholic beverage <br />or prescription or over-the-counter medications that could cause <br />impairment, and be free from the outward appearance or symptoms <br />indicative of alcoholic beverage consumption while operating Department <br />vehicles. <br />C. Assignment of Department-owned vehicles for use by Department <br />employees is based assignment. Department-owned <br />vehicles will only be used for official City business and commuting to and <br />from work. <br />D. All Department vehicles involved in traffic collisions occurring in the State <br />of Arizona will be reported in accordance with the Arizona Revised <br />Statutes, and current City of Surprise Employee Policy Manual and <br />Surprise Police Department policies. <br />E. All incidents involving Department vehicles when loss or damage through <br />criminal or non-criminal acts has occurred will be investigated in <br />accordance with City and Department policies. <br />F. All Department vehicles will be supplied with the necessary emergency <br />and support equipment to allow safe and effective operation of the vehicle <br />while responding to various types of calls for service. <br />G. All Department vehicles will be maintained in a safe operating condition <br />that will be accomplished through regular preventive maintenance. <br />H. All Department vehicles will be inspected to determine that the vehicles <br />are maintained properly, reasonably clean at all times, that interior and <br />exterior damage is reported in a timely manner, and that the vehicles are <br />free from any unauthorized materials (bumper stickers, etc.). <br /> <br /> <br />
