PURPOSE <br /> <br />The purpose of this policy is to establish procedures regarding the functions, duties, <br />and responsibilities of the Professional Standards Unit (PSU). <br /> <br />II. POLICY <br /> <br />The policy of the Surprise Police Department is that the Professional Standards Unit <br />functions effectively and professionally in accordance with all applicable laws, City <br />ordinances, City policies, and Department written directives. Service to the public <br />and accomplishment of the Department's mission will be the primary goal of this <br />organizational unit. An effort shall be put forth to provide a basis for public trust and <br />confidence while maintaining the highest possible degree of integrity for the <br />Surprise Police Department. <br /> <br />III. ORGANIZATION <br /> <br />A. PSU investigators are sergeants who report to a lieutenant. The lieutenant <br />reports to the assistant chief of police who has overall responsibility for the <br />Professional Standards function and reports directly to the Chief of Police. <br />(26.2.3) <br />B. PSU ensures that all complaints from citizens and internal sources alleging <br />misconduct, violations of laws, and code of ethics violations involving the <br />Department or its employees are addressed appropriately, consistently, and <br />objectively. (26.2.1) <br /> <br />IV. RESPONSIBILITIES (26.2.1, 26.2.4) <br /> <br />A. The responsibilities of PSU include, but are not limited to: <br /> <br />1. Conducting fair and unbiased investigations. <br />2. Identifying police misconduct so that those members may be <br />retrained, corrected, and/or disciplined through proper administrative <br />action/s. <br />3. Referring complaints that allege violations of Department policy, to the <br />appropriate Division Commander. <br />4. Coordinating all administrative investigations, including citizen <br />complaints, and ensuring they are completed in compliance with <br />established laws and policies. (26.3.1) <br />5. Assisting other supervisors with their administrative investigations. <br />6. <br /> <br /> <br />
