PURPOSE (44.2.4) <br /> <br />The School Resource Officer (SRO) Program is a cooperative effort between the <br />Surprise Police Department and the Dysart Unified School District high schools <br />within the City limits of Surprise, Arizona. Activities include education, positive <br />police/student interaction and enforcement of criminal laws while incorporating <br />the following priorities: <br /> <br />A. Act as a resource with respect to delinquency prevention. <br />B. Provide guidance on ethical issues in a classroom setting. <br />C. Provide individual counseling to students. <br />D. Explain the law enforcement role in society. <br />E. Teacher and staff development. <br /> <br />II. POLICY (44.2.4) <br /> <br />The policy of the Surprise Police Department is that SRO responsibilities shall <br />include, but are not be limited to: <br /> <br />A. SROs will be the primary liaison between the schools and the Police <br />Department. SROs will deter crime by enforcement of all laws set forth by <br />Federal and State laws as well as City Ordinances. <br />B. SROs will address crime and youth related issues through positive youth <br />contacts, problem- solving activities, as well as student, parent and school <br />personnel consultations. <br />C. SROs will communicate and interact with youth in a positive manner in <br />order to project a professional image of the law enforcement profession. <br />D. SROs will educate youth by providing relevant and informative educational <br />programs. <br /> <br />III. DEFINITIONS <br /> <br />Intergovernmental Cooperative A document signed by authorized <br />authorities of the Dysart Unified School <br />Agreement <br />District that creates and establishes the <br />respective responsibilities of the <br />Department and participating high schools <br />within the City limits of Surprise, Arizona. <br />School Resource Officer A sworn member of the Surprise Police <br />Department holding the rank of police <br />officer, who is selected, trained and <br /> <br />
