PURPOSE <br /> <br />The purpose of this policy is to establish procedures for the use of pre-emptive <br />traffic control devices, when equipped, in patrol vehicles. <br /> <br />II. POLICY <br /> <br />The policy of the Surprise Police Department is that pre-emption devices may be <br />used whenever warning lights and sirens are activated to assist the emergency <br />vehicle with conflicting traffic in an emergency situation or gain access to a gated <br />area. <br /> <br />III. DEFINITIONS <br /> <br /> <br />Traffic Signal A system that allows the normal operation of traffic <br />lights to be pre-empted to assist emergency <br />Pre-emption <br />vehicles. These systems are used to manipulate <br />traffic signals in the path of an emergency vehicle <br />by stopping conflicting traffic so emergency vehicles <br />have the right-of-way in order to reduce response <br />times and enhance traffic safety. <br /> <br /> <br />IV. PROCEDURES <br /> <br /> A. Pre-emption Device Usage <br /> <br />1. Officers may use a pre-emption device: <br /> <br />a. While operating a police vehicle equipped with emergency <br />lights and siren to safely clear intersections during Code 2 <br />and Code 3 responses. <br />b. To access gated areas. <br />c. At the discretion of a police supervisor. <br /> <br />2. Safe Operation of Vehicle <br /> <br />a. Officers are responsible for safely operating a police vehicle <br />with due regard for public safety when using a pre-emption <br /> <br />
